Ms. Stephenson was instrumental in achieving the FAA’s Curriculum Transformation Initiative for competency-based training for Aviation Safety Inspectors and continues to leverage emerging technology for a blended approach to new training initiatives. She manages the ICAO Government Safety Inspector Training program, is the FAA representative to the ICAO Next Generation of Aviation Professionals (NGAP) and is frequently called upon to speak on Competency-based Training and Training Technologies.

Most recently, Ms. Stephenson collaborated with ICAO for the generation of the Civil Aviation Safety Inspectors’ Manual and the creation of International Generic Inspector Training Profiles. Ms. Stephenson’s latest initiatives include the use of adaptive learning in Flight Standards Training and the infusion of cultural competencies in the performance of technical job functions.

She has 37 years of government experience managing training and technical programs. Ms. Stephenson has a Bachelor of Science degree in Computer Science from Park University, is a graduate of the Executive Leadership Development Program and holds a Master Project Management certification.

In the training arena, it is important for countries to be self-sufficient. Being able to provide competent instructors to teach either our own training courses or those developed by others is key. This presentation will focus on the benefits of a tailored, competency-based Train-the-Trainer course and how it can help ensure a competent instructor cadre.
